Per-Command Permissions

• We've added the ability to configure permissions on a per-command basis!

Some of the most popular use-cases we've heard this feature can be used for are: restricting "trial moderators" to only warning users instead of giving them all mod commands, letting certain "VIP" users use the amazing c!animal command, and more!
